Individuals with Disabilities Education Act
The 1997 Individuals with Disabilities Education Act (IDEA) regulations state: The IEP team shall, in the case of a child whose behavior impedes his or her learning or that of others, consider, where appropriate, strategies, including positive behavioral interventions, strategies, and supports that address that behavior. IDEA 300.346(2)(i) Functional Behavioral Assessment – 2 Families and Advocates Partnership for Education (FAPE) behavior is likely to be repeated. The behavior serves a function for the child. Most people agree that we need to have consequences for problem behaviors. We must also focus on teaching the positive behavior skills we would like to see. If we can understand the function of problem behaviors, we can teach a child more positive behaviors that serve the same function, and the problem behavior is no longer needed.
Functional Behavioral Assessment
Functional behavioral assessment (FBA) is a process for collecting information. The data the team collects are used to help determine why problem behaviors occur. The data will also help identify ways to address the behaviors. Functional behavioral assessment data are used to develop a positive behavioral intervention plan. The Individuals with Disabilities Education Act specifically requires a FBA whenever a child with a disability has his or her current placement changed for disciplinary reasons. This does not mean that we should not think about FBA at other times, too.

ABA is considered an evidence-based “best” practice treatment by the US Surgeon General and by the American Psychological Association. “Evidence based” means that ABA has passed scientific tests of its usefulness, quality, and effectiveness. These services can be conducted at home and/or in the community. We can work on any skills that your child is having difficulty with and show you the steps to have successful community outings and social events.
